Google Opens Android Registered App Stores Program, Excluding United States

Google has begun accepting applications for its new Android Registered App Stores program, an initiative designed to simplify the installation and management of third-party app stores. The program is scheduled to launch on December 1, 2026, in selected international markets, although the United States will not be included.

The move follows Google’s legal challenges over competition in the Android app marketplace, particularly its antitrust dispute with Epic Games. While American users will gain access to alternative app stores through Google Play under a court order, eligible markets elsewhere will operate under Google’s voluntary certification system.

Google Introduces Easier Installation for Third-Party Android App Stores

The Registered App Stores program aims to provide approved third-party marketplaces with installation and updating capabilities similar to those available through the Google Play Store.

Once certified, participating stores will be able to offer users a simplified, single-click installation process. They will also be permitted to update applications automatically in the background without requiring repeated user approval.

These changes could make alternative Android app marketplaces more convenient for consumers while allowing Google to maintain oversight of participating platforms.

“In March, we announced the Registered App Stores program to give third-party app stores a more streamlined way to reach users while maintaining the safety and security of the Android ecosystem,” said a Google spokesperson.

“Eligible app stores outside the US can now apply to register their stores ahead of the new simplified installation experience rolling out to users later this year.”

Antitrust Ruling Shapes Google’s App Store Strategy

The initiative emerged following Google’s defeat in its antitrust case against Epic Games.

After losing an appeal related to a ruling by US District Judge James Donato, Google faced several court-ordered changes intended to increase competition within Android’s application distribution system.

The remedies included allowing third-party billing arrangements, providing competing marketplaces with access to app catalogues, and distributing alternative app stores through Google Play.

Google and Epic subsequently attempted to negotiate a settlement that would have given Google greater control over how competing marketplaces operated.

Under that proposal, the Registered App Stores program would have replaced the requirement to host alternative marketplaces directly within Google Play, provided participating stores met established security and trust standards.

However, the companies withdrew their proposed settlement after the court indicated it was unlikely to approve the arrangement.

As a result, Google is proceeding with its international certification program while maintaining a separate approach in the United States.

Currently, Aptoide remains the only alternative app store listed through Google Play in the American market.

Strict Security Requirements for Registered App Stores

Google has established detailed eligibility requirements for businesses seeking certification under the new program.

Applicants must demonstrate that their marketplaces comply with intellectual property protections, remove illegal material and maintain publicly accessible privacy policies covering both consumers and developers.

They must also implement ongoing security measures intended to prevent malware and other harmful software from reaching Android devices.

Application Process Includes Annual $10,000 Fee

Store operators must submit supporting documentation in English and provide copies of all applications distributed through their marketplaces.

Participation carries an annual fee of US$10,000, payable before Google begins reviewing an application.

According to Google, the charge covers the additional administrative and technical support required to operate the certification program.

Additional review fees may apply if security assessments identify malware-related concerns within a participating marketplace.

The requirements are intended to establish consistent operating standards, although the financial and administrative obligations could create challenges for smaller app store operators.

Android 17 Requirement Could Limit Initial Availability

Although the Registered App Stores program is expected to become available across dozens of countries, its initial reach will be restricted by software compatibility.

Google plans to introduce support beginning with Android 17 QPR2, an upcoming quarterly platform update expected to reach compatible Pixel smartphones in the coming weeks.

Only devices running the required Android 17 software builds will initially support the simplified installation experience.

This limitation could significantly affect adoption in markets where Android manufacturers provide operating system updates more slowly.

Google’s Pixel smartphones are also unavailable through official sales channels in many countries included in the program, potentially limiting early access.

Consequently, some Android users in eligible markets may face lengthy delays before their devices support Registered App Stores. Others may never receive a compatible software update.

What the Changes Mean for Canadian Android Users

For Canadian consumers, the development highlights Google’s broader efforts to reshape Android app distribution while responding to regulatory and legal pressure over marketplace competition.

However, Canada’s inclusion in the initial rollout is not established by the announcement’s general description of supported regions. Canadian users should therefore wait for confirmation of regional eligibility and device compatibility before expecting access to the new installation features.

The initiative could eventually provide greater convenience for users seeking alternatives to Google Play, particularly if device manufacturers expand support through future Android updates.

Google Moves Toward a More Regulated Third-Party App Store Ecosystem

Google’s Registered App Stores program represents another significant change in Android’s approach to third-party application distribution.

By offering streamlined installations and automatic updates to certified marketplaces, Google is seeking to make alternative app stores easier to use while retaining security requirements.

However, the program’s annual fees, extensive certification standards and dependence on Android 17 could limit its early impact.

With applications now open and the December launch approaching, the program’s success will depend largely on how many marketplaces qualify and how quickly compatible Android devices become available across supported international markets.
