According to the Interfax agency, Deputy Foreign Minister Sergei Ryabkov said on Wednesday that Moscow had last year offered talks about mutual security guarantees. Ryabkov said: “I think those who propose such a solution are under the illusion that they can scare Russia, somehow control it.
