It looks like Philips Hue has no plans for Thread support for now. This comes from an interview with George Yianni.

Philips Hue – Yes To Matter, Maybe For Threads

With its Philips Hue lighting system, Signify is the leader in compatibility with the new smart home standard that matters. Matter’s integration into the Hue system should go completely unnoticed by most users, so that using Alexa, Google Assistant or HomeKit continues to work as usual.
